The Central Health Board of Managers will modify its meeting practices in light of recent orders by the Governor during the COVID-19 pandemic. Effective September 1, 2021, Governor Abbott has rescinded emergency waivers allowing Open Meetings to be conducted virtually. To reduce the possibility of infection as a result of attendance at in-person meetings, the Board will meet via videoconference with a quorum present in person and allow public participation via videoconference and telephone as allowed under the Open Meetings Act. Although a quorum of the Central Health Board will be physically present at the location posted in the meeting notice, we strongly encourage all members of the public to observe the meeting virtually and participate in public comment, if desired, through the virtual meeting link or telephone number listed on each meeting notice.
Members of the public who attend in person should conduct a self-assessment before coming to the building to ensure they do not have a high temperature or any symptoms of COVID-19. Anyone who is symptomatic and/or has a fever should contact their healthcare provider for further instructions. Symptomatic members of the public can still participate, if desired, through the virtual meeting link or telephone number listed on each meeting notice. Masks are required inside City Hall and individuals should maintain proper social distancing from others. REGISTERING FOR PUBLIC HEARING OR PUBLIC COMMUNICATION
Members of the public who wish to make comments during the Public Hearing or Board of Managers Meeting should register with Central Health no later than 3:30 p.m. on September 9, 2021. Registration can be completed in one of three ways:
- Complete the virtual sign-in form at http://centralhealth.net/meeting-sign-up/ by 3:30pm on the day of the meeting;
- Call 512-978-9190 by 3:30 pm on the day of the meeting; or
- Members of the public who attend the meeting in person are also invited to register in person to speak until the time that the Chair closes the public hearing.
Those registering by phone should leave a voice message by 3:30pm on the day of the meeting with your full name, the meeting at which you wish to make public comment, and your mode of public communication (internet, telephone, or in person).
Individuals who register to speak on the website or by telephone will receive a confirmation email and/or phone call by staff with instructions on how to join the meeting and participate in public communication.

The no-new-revenue tax rate is the tax rate for the 2021 tax year that will raise the same amount of property tax revenue for the Travis County Healthcare District d/b/a Central Health from the same properties in both the 2020 tax year and the 2021 tax year.
The voter-approval tax rate is the highest tax rate that the Travis County Healthcare District d/b/a Central Health may adopt without holding an election to seek voter approval of the rate.
The proposed tax rate is greater than the no-new-revenue tax rate. This means that the Travis County Healthcare District d/b/a Central Health is proposing to increase property taxes for the 2021 tax year.
A PUBLIC HEARING ON THE PROPOSED TAX RATE WILL BE HELD ON THURSDAY, SEPTEMBER 9, 2021 AT 5:00 p.m. at the Austin City Hall, 301 W. Second Street, Austin, TX 78701.
This hearing will also be conducted remotely by videoconference due to the ongoing COVID-19 pandemic. Members of the public are encouraged to observe and participate in the public hearing by using the meeting link and password listed below:

The proposed tax rate is not greater than the voter-approval tax rate. As a result, the Travis County Healthcare District d/b/a Central Health is not required to hold an election at which voters may accept or reject the proposed tax rate. However, you may express your support for or opposition to the proposed tax rate by contacting the members of the Travis County Healthcare District d/b/a Central Health Board of Managers at their offices or by attending the public hearing mentioned above.

The members of the governing body voted on the proposal to consider the tax increase as follows:

The 86th Texas Legislature modified the manner in which the voter-approval tax rate is calculated to limit the rate of growth of property taxes in the state.
