Central Health was created in May 2004 by a vote of Travis County residents. The vote followed a concerted, two-year effort by a coalition of business people, health care providers, community leaders and elected officials dedicated to improving access to and delivery of quality health care to eligible residents of Travis County.
Central Health is a separate political subdivision of the State of Texas and is not a part of Travis County Government. The boundaries of its health care service area are contiguous with Travis County.
Central Health is governed by a nine-member volunteer Board of Managers. Four of the members are appointed by the Austin City Council and four are appointed by the Travis County Commissioners Court. Both governmental bodies jointly appoint the ninth member. More information on the Board can be found in the Board of Managers tab to the left. The statute enabling Central Health requires the Board of Managers adopt a budget each year and the Travis County Commissioners Court to set the tax rate associated with the annual budget.
Central Health works to develop and maintain a network of health care services by identifying and prioritizing the community's needs and meeting those needs in the most effective and efficient ways possible. Rather than directly providing health care services, Central Health has developed a unique approach of contracting with a variety of providers to meet the health care needs of eligible residents. Central Health owns University Medical Center Brackenridge (UMCB), a nationally recognized Level 1 Trauma Center serving all Central Texas residents.
Central Health's efforts are directed toward the goal of creating a rational and effective approach to health care delivery for the underserved and ensuring a single standard of care for all eligible residents.To accomplish this goal, Central Health focuses on laying the groundwork for improved service and care for uninsured residents and those lacking access to care. This includes developing the necessary infrastructure, reaching out to existing and potential partners, informing the community of the need for various restructuring initiatives, and performing the necessary analysis to inform and direct changes in the health care system and associated programs.
Central Health developed a strategic plan to guide all of these efforts. The plan is reviewed and revised annually by staff and the Central Health Board of Managers in order to address the constantly changing challenges of the regional health care environment.
